What documents do you need to have before starting real estate construction or renovation?

When planning a new construction or building renovation, the most important thing is to take care of all the necessary documents. From the purpose of the plot to the completion declaration, each stage is regulated by legislation and technical construction regulations (STR).

Below is a concise and clear list of documents according to the construction process.

Before starting the design

Documents required for the start of construction:

  • Land ownership documents (extracted from the Registry Center);
  • Geodetic plot plan or topographic photo
  • Design conditions summary (SAR, commonly known as PSS). Although formally canceled in 2010, STR 1.05.07 “Design Conditions Summary” as such, municipalities currently issue special architectural requirements (SAR),
  • If applicable—heritage protection, protected areas, or engineering network conditions.

If planning a renovation—a technical condition assessment of the building may be required.

Design

Technical construction documents prepared by an architect or designer:

  • Technical project or simplified project (depending on the size and category of the building);
  • Expertise, if required according to STR;
  • Co-owners’ consents, if the plot has more than one owner.

The project must comply with STR 1.05.01:2017 and other normative construction technical documents.

Construction permit

To obtain a construction permit, through Infostatyba or Planning Construction, you need to submit:

  • Application for a construction permit;
  • Prepared project with all attachments;
  • Expertise act (if applicable);
  • Other documents according to the project’s specifics.
    All documents are submitted in accordance with the construction technical regulation for construction permitting documents (STR 1.05.01:2017).

Construction work progress

Mandatory documents to start and carry out construction work:

  • Notification of construction start (VTPSI);
  • Work technological project (if special works are applied);
  • Network connection agreements (electricity, water, sewage);
  • Geological surveys, if specified in the project.

Construction completion

Documents confirming construction completion:

  • Completion declaration through Infostatyba;
  • Energy performance certificate (mandatory for A-class and higher buildings);
  • Geodetic photo;
  • If applicable—technical maintenance reports and acceptance commission act.
